A native of Griffin, Georgia, USA, Warren currently lives in Kansas
City, Missouri with his beautiful wife, partner in life and best
friend, Sharon. They are proud and devoted parents of their daughter,
Faithia and their sons, Warren III, William and Christopher.
Since Warren's retirement from Federal Emergency
Management Agency (FEMA), he created and continues to build his
business in real estate sales and investments. His business is a
full service real estate company. In addition to the traditional
real estate buying and selling transactions, we can help you move
anywhere from any place through our affiliation with "RELO",
the nations largest relocation network of independent real estate
companies. We can coordinate your relocation needs either foreign
or domestic.
Warren is a results-oriented professional with
extensive management and technical experience in emergency and disaster
management response, recovery, preparedness, planning and mitigation
operations. He has a proven career history in leadership, human
relations, proactive problem solving abilities, dedication and effective
communications. He's proficient in all aspects of management with
solid reputation among peers and subordinates in and out of government
circles. Through 31 plus years of quality Federal service, Warren
held key management positions, special assignments and obtained
the diverse background necessary to provide consulting services
on a wide range of fronts.
In addition to Warren's real estate business, he
works as an independent contractor on diverse special assignments
for several companies. Most recent assignments have been debris
management assistance to State and local governments, bioterrorism
vulnerability assessment, municipal capacity/readiness assessment,
bioterrorism and all-hazard response planning, simulation/drill
exercise coordination, inter-agency collaboration, risk communication
and information dissemination and automation of contingency planning.

CAREER ACHIEVEMENTS
- Completed on first attempt both State
and National licensing requirements for real estate profession
in the States of Missouri and Kansas. Further completed on the
first attempt licensing requirements as a real estate broker in
the States of Missouri and Kansas.
- Based on attaining all major performance goals and proven achievement
records, was promoted four grade levels to senior management position
during the first ten years of working with federal disaster assistance.
- As Director of the Response and Recovery Division, Federal Emergency
Management Agency (FEMA) Regional Office, successfully managed
and closed federal disaster assistance contracts with four mid-west
states below original budget projection to $867 million from $1.2
billion in five years. This was attained through aggressive grant
management at the project level for multiple disaster assistance
programs and service, including infrastructure and human services
programs.
- Based on consistent application of job knowledge, skills, and
abilities, received the highest annual ratings of outstanding
performance during several performance years.
- As the Representative of President of the United States, successfully
served as Federal Coordinating Officer (FCO) for forty federally
declared major disasters where effective, cost-efficient and timely
delivery of disaster relief to affected families, businesses and
political entities were provided. Noteworthy is that these FCO
work assignments covered one third (1/3) of the fifty (50) States
and U.S. Territorial Regions over a period of fourteen (14) years
at an estimated cost of $1.8 billion.
- As FCO of the largest of the nine concurrent Presidential major
disaster declarations during the "Great Flood of '93",
managed the response and recovery operations for the State of
Missouri: formulated and implemented strategies for interfacing
and coordinating activities among federal, state, and local leaders.
- Member of the core team that created, produced, and launched
a highly effective senior management FCO Fast-Track Training Program.
Was selected as key instructor for the most complex of training
sessions; while executing my full-time responsibilities, worked
many hours outside of the normal work hours to teach this groundbreaking
course which impacted every department within the agency.
- Played a pivotal role in FEMA reducing backlog of appeals that
has enabled the Agency to close disaster assistance contracts
more expeditiously. Received a monetary award in recognition of
demonstrated leadership while serving in FEMA's National Office
as Acting Chief, Engineering Branch, Infrastructure Support Division
in reducing the backlog of appeals in the Engineering Branch.
- On new ground when the new emergency provisions were defined
to assist State and local communities in mitigating the effects
of blizzard snowstorm conditions, established a new record for
delivering all provisions of federal emergency assistance to the
six (6) New England States. All affected communities received
help and all federal emergency assistance contracts were closed
within 120 days from the date of the declarations. Formulated
accelerated administrative procedures, in cooperation with the
different States, were instrumental to the timely provision of
federal assistance.
- Built reputation at FEMA for accomplishing difficult work assignments
resulting in receiving numerous accolades from executives at FEMA,
customers, community officials, Congressional delegations, State
Emergency Management Agencies and State Governors. The Governor
of the State of West Virginia voiced his opinion by presenting
"Honorary West Virginian Award" for outstanding achievement
and meritorious service.
- Modified the design of the existing C-130 aircraft assembly
hanger to accommodate the C5A assembly at a significantly lower
costs than what it would have cost to build a new hanger from
scratch.
